Nineteen of the Russian's twenty-one victories have been achieved on hard surfaces
A comeback Daniil Medvedev secured his maiden championship for 882 days with success over opponent Moutet in the tournament final.
The Russian, a ex- number one, has endured a torrid year, winning just one win at the major tournaments and experiencing a difficult moment at the US Open.
His unpredictability on the professional circuit - and difficulties with his serve in especial - led to him dropping out of the top ten and eventually separating with long-time mentor Cervara.
Now collaborating with Thomas Johansson and Rohan Goetzke, Medvedev has steadily improved in the last few weeks - culminating in a tightly fought competitive victory over challenger Corentin Moutet.
This marks the player's first title since the Italian tournament and maiden on a hard surface from that period of that year.
Victory also signifies he has achieved 21 victories at 21 various tournaments.
"This marks the first occasion I'm at a competition with my two daughters simultaneously, so to win a championship is especially meaningful," commented tennis professional Medvedev.
"This title is in honour of my younger daughter her name, because the first title I got when my child Alisa was born was for her."
The tennis star, the past champion, had been defeated in his previous six title deciders, featuring in that event previously this season.
The player's defensive play style and recurring reactions on court had prompted some to wonder if his capacity to play at the highest level was over.
But the athlete has altered his approach in the last few weeks, making an effort to approach the net and compete positively, reinforced by an better serve.
Medvedev recovered from a deficit in the opening set against the tricky Frenchman, winning four of the concluding five exchanges to gain the advantage.
The competitors traded breaks in the following set before the challenger, bidding for his initial tour championship, seized the initiative to push for a third set.
The opponent saved four early opportunities in a competitive final set before the champion broke to fifteen to serve for the match.
Suitably, the winner earned victory with a shot at the net, with the Frenchman unable to control a shot after two hours and 38 minutes.
